and that he had often seen hin at No.9 Circular Pathway at Tang Chung's Club. Tang Chung went to this Club every day, having bad a room there in which he slept every night since the 3rd. moon of the year, as he, Tang Chung, stated to me on the 12th. July. Upon the 12th. July Sham In stated to me that on the day after the gambling house was closed he went to see Tang Chung at that Club and that there he found Tai pau Chi.

I do not purpose addressing you at length on the state- -ments made before the Vice Consul at Canton by Young Fat, Tang

Chung and 0 Mi Cheung. In my opinion the statements are absolutely

untrustworthy. They are simple denials by the principal offenders

in the matter and are not supported in any way. There cannot be

the least possible doubt that Tang Chung and Young Fat, at any rate

received bribes from the gambling house and if this be once conceded

the statements made before the Vice Consul must be untrue, though'

as the parties making them are out of the juridiction they cannot

. There is no doubt about these men having

bribed but there is a difficulty in proving in a Court of Law

that they paid the money over to their superior officers.

The original statements of Tang Chung and Yeung Fat

which were taken down by me on the 12th. and 14th. Jaly are avail-

able for reference. As to the statement made by O Mi Cheung and

taken down by me, it is not amongst the papers with me and to the

best of my recollection it was a very short statement simply denying
